The game is compatible with Windows 8.1, check this link to verify the same.
What exactly happens when you try to play the game? Do you get any error message?
You may refer to these steps and check if that helps.

As a work around install the game in compatibility mode and check if that helps.

Thanks for your answer. Although the site tells me it is compatible, 63, out of 70 people disagree by voting Not compatible.
I reported the same question in the game forum. There are several issues (mouse performance, unable to start steam etc.) with the combination, Windows 8.1 and Black Ops 2. I hope an update is soon available via Steam.

Thanks for the help all. I however have been able to get the game to launch/play, but it is still unplayable as I see two of every letter, skull icon etc., color's are a mess rendering the game unplayable. I have uninstalled/reinstalled, verified cache using Steam, and installed to a completely different hard drive all with the same results..a game that launches, but is nonetheless unplayable by most standards.
I also updated my Graphics cards drivers (Nvidia GTX 690) to no avail..
Will try compatibility settings next, but if that fails I'm going back to Vanilla Windows 8 Pro!

Tonight after trying everything posted and then some, I reinstalled Vanilla Windows 8, installed windows Security updates, installed the game and I was back in action, black ops working fine again..
Hopefully 8.1 fixed soon, as it impacted my other games as well..hoping the new Black Ops ghost is fully tested on 8.1 and I may try to reinstall 8.1 then, but not until forum posts for my other 2012 games also work under it.

I just bought Black Ops II on Steam, but I'm having trouble at this point. I saw a similar post on this website about Modern Warfare 3 (I'm unable to specify which Steam library I want to install MW3 to) where the option to install to a separate drive ceased to appear, but the selected answer (creating a symbolic link to the preferred drive) didn't work for me. I did attempt to change the command to fit my situation (C: being my SSD, D: being my HDD):
mklink /D 'C:Program Files (x86)SteamsteamappsCall of Duty Black Ops II' 'D:SteamLibraryCall of Duty Black Ops II'
And I then tried installing Black Ops II from Steam, but it still recognized that there wasn't enough space on my SSD and wouldn't install it. I'm quite at a loss about what to do now. Keep in mind that my HDD is already completely set up as a separate drive, and many of my Steam games are already installed to it.

Steam has probably made a library folder on the drive that you installed the Steam client on. If you don't have any games on that drive and don't intend to ever install any on it, go to Steam>Settings>Downloads>Steam Library Folders, select the library folder of the drive you don't want to install any games whatsoever to, and click 'Remove'.
Furthermore, you can use the same method (except you click 'Add' and not 'Remove') to add another Steam library folder.
